Picnicking is encouraged on the 10‑acre circular lawn. Guests may bring blankets, food, and non‑alcoholic beverages. Alcohol, smoking, open flames and grills are prohibited under the city municipal code unless a specific beer‑garden permit has been issued for an event.
Casual drop‑in picnics need no reservation. Organized gatherings, commercial photography, or events exceeding the Plaza’s capacity limit require a special event or park‑use permit. Requests are submitted to the City of Bellevue Parks & Community Services department at least 60 days in advance.
